Ethan S. Burger (Итан Евгениевич Свирский-Бургер) is an Adjunct Professor at the Georgetown University Law Center and a Scholar-in-Residence at American University's School of International Service. Mr. Burger has been in the private practice of law for more than 14 years, where he specialized in trade and investment involving Belarus, Russia and Ukraine as well as the U.S. Foreign Corrupt Practices Act. His principal academic interests include corruption (primarily judicial), legal ethics, commercial mediation, corporate governance, developments in the Soviet Union’s successor states, Indian corporate law, and international economic crime (including money laundering). He has worked on international human rights projects. He is a member of the D.C. Bar’s Rules of Professional Conduct Review Committee and the Association of Professional Responsibility Lawyers.
His works have appeared in more than 50 academic and professional journals. He has taught Business Organizations, Comparative Corporate Governance, International Practice and Ethical Dilemmas, and Conflict and Resolution of Problems in Post-Soviet Russia at Washington College of Law and University of Baltimore. He was a Project Director at American University’s Transnational Crime and Corruption Center, where he organized a research grant program, organized conferences and edited a Russian language journal [in English], Transnational Crime, Corruption and Terrorism. He has given presentations at numerous events including those of the American Bar Association, International Law Institute, International Monetary Fund, Institute for State and Law (Moscow), Kennan Institute, the London Business School, the Royal Institute of International Affairs and the World Bank. He has been an expert witness on numerous matters connected to Belarus and Russia, as well as having appeared on radio and television both in the United States and abroad. He received his B.A. from Harvard University (magna cum laude, 1981) and law degree from Georgetown University Law Center (cum laude, 1989).
