The use of this logo, a logo of Committee of the Regions, in the article Committee of the Regions, is believed to be fair use, for the following reasons:

The image is the logo of Committee of the Regions, the presumed trademark holder, and its inclusion in the above article adds significantly to the content by allowing a visual representation of the logo in an article which makes specific reference to the agency in question.
No free equivalent is available that would adequately give the same information, and none could be created as such.
The image is freely available from the agency which produced it.
The image is freely available from many other sources on the internet and its inclusion here is believed not to make it significantly more accessible than it already is.
It is believed the inclusion of the logo on Wikipedia does not limit Europol's ability to exploit the logo for profit commercial gain, or for any purpose in any way.
