The photograph shows a portion of the mural in the Library of Congress' Main Reading Room that depicts the countries, or epochs, that contributed to the "Evolution of Civilization". The mural is by Edwin Blashfield (1895). The digital image is from The Library of Congress web site[1]. The record for the photograph [2] (search for Bashfield) gives as copyright date "between 1896 and 1900?" and lists E.H. Blashfield as copyright holder.
