This file is in the public domain, because this picture has been taken in Romania between 1923 and 1956 by an official on duty or by an agency of the Romanian government, and therefore explicitly does not qualify as "art" and, as such, is not protected by copyright

In fact, this picture has been taken by Romanian He.111H bomber pilot Sorin Tulea in 1943 or 1944 and the plane are not in patrol, but just returning from IAR factory after being repaired there.
