I reverted your edit to Terrorism because it's too opinionated. Although it is true that some observers say this, that's not relevant to what criteria are used to define terrorism; it's a critique of the hypocrisy of states. I think the article is clear enough that if you read between the lines, you can find your argument. It's better to let people make up there own opinion than to provide one for them.
