The Air Defence of Great Britain : public concern during the First World War when German airships, and later aircraft, attacked towns and cities in south-east England.
Political crisis → RAF → Ashmore
Post-war → no enemy → no public concern → ADGB
30s → "The bomber will always get through" → priority → Inskip, etc.
WWII → Spitfire Summer, etc.
Cold War → nukes, MAD.
