The 3 arrondissements of the Allier department are:
- Arrondissement of Montluçon, (subprefecture: Montluçon) with 12 cantons and 106 communes. The population of the arrondissement was 123,162 in 1990, and was 117,852 in 1999, a decrease of 4.31%.
- Arrondissement of Moulins, (prefecture of the Allier department: Moulins) with 12 cantons and 111 communes. The population of the arrondissement was 110,475 in 1990, and was 106,705 in 1999, a decrease of 3.41%.
- Arrondissement of Vichy, (subprefecture: Vichy) with 11 cantons and 103 communes. The population of the arrondissement was 124,073 in 1990, and was 120,164 in 1999, a decrease of 3.15%.
