- Arrondissement of Bourges, (prefecture of the Cher department: Bourges) with 16 cantons and 131 communes. The population of the arrondissement was 176,631 in 1990, and was 174,031 in 1999, a decrease of 1.47%.
- Arrondissement of Saint-Amand-Montrond, (subprefecture: Saint-Amand-Montrond) with 11 cantons and 116 communes. The population of the arrondissement was 69,233 in 1990, and was 67,344 in 1999, a decrease of 2.73%.
- Arrondissement of Vierzon, (subprefecture: Vierzon) with 8 cantons and 43 communes. The population of the arrondissement was 75,695 in 1990, and was 73,053 in 1999, a decrease of 3.49%.
