The following run-on sentence appeared in the last version, so I split it into two sentences. "When ballot access restrictions are challenged in court it is often argued that such regulations are necessary in order to prevent "frivolous" candidates from cluttering the ballot and confusing voters, however, Winger has assembled evidence that unfair ballot access laws place an undue burden on citizens who wish to participate in the political process outside the two dominant political parties."
Do we know that Winger has assembled evidence? Are there sources for this? Should we say "Winger asserts that unfair ballot access..."? Rwlane 05:22, 26 Feb 2005 (UTC)
