Purpose and character Illustrates the article Beslan school hostage crisis for educational purposes.
- No it does not, it offers no educational value, nor does it illustrate any aspect of the article, it is solely for artistic purposes.
Amount and substantiality One image displayed, which was displayed in numerous newspapers after September 3th, 2004, as well as hundreds or thousands internet sites.
- All of which paid the Associated Press for use of the image, that's how a wire service works, you can't just steal their work.
Effect upon work's value Displaying this image on Wikipedia does not reduce the value of the image for the original copyright holder.

- The image is used in the same spirit as such images are used in numerous other Wikipedia articles. Moreover the image clearly is there to illustrate and portray certain aspects of the Beslan Hostage Crisis, that would be near incomprensible without illustrations, and is not more "solely for artistic purposes" that like images on articles of like subjects like 9/11, 7/7 etc. Rune X2 10:21, 29 September 2006 (UTC)

- "The rest of Wikipedia does this" is not a very good argument to use in relation to images. Historical photographs should be used only rarely as a fair use defence, and should be instantly recognizable for what they represent -- the tank man representing Tiananmen Square, the general executing the Viet Cong soldier, Kim Phuc running from the napalm, etc. 9/11 is conceivably a historical photograph. The 7/7 photograph has been tagged as a possible fair use violation already. This article is not incomprehensible without an illustration. theProject 01:00, 1 October 2006 (UTC)

- One should strive for uniformity across the Wikipedia project. The 9/11 article is one of the most throughly edited articles here, so I think it does well for references purposes – so if rationales are accepted there, they should be here. I'll tag a number of photos on the 9/11 and 7/7 and other pages to see what rationale they give for their inclusion. But as I have already pointed out, I believe this photo has come to symbolize the event in much the same way the photos you mention did. Rune X2 07:40, 2 October 2006 (UTC)
