According to the classification table a stub-class article is as follows: "Possibly useful to someone who has no idea what the term meant. May be useless to a reader only passingly familiar with the term. At best a brief, informed dictionary definition."
By this criterion I judge this article to be below stub-class. The article perhaps may be understandable to a student working in atomic physics, but even to a research physicist outside that field (let alone a member of the general public) this makes no sense.
