I drew this, based on a description and similar figure in Geometric Optics on Phase Space By Kurt Bernardo Wolf.[1]
If the ratio L1/L2 is equal to the ratio of indices of refraction n1/n2, then the figure is a representation of Snell's law, in a form intended to explain Ibn Sahl's derivation.
