The images are freely available at ifco.ie
The images are not used for any commercial purposes by their owner, nor are they intended to be, therefore, their depiction does not cause any loss to the owner.
No free use images can serve the same purpose.
These images were created and intended for mass public dissemination
A vector version represents the images more accurately and efficiently and was created by the aforementioned website. As these logos are not commercial, and and a work of the Irish Government, low-resolution rasters are not necessary as their use on Wikipedia in no way causes loss to their author.
The images are also possibly not copyrighted being a work of the Irish Government, and claim is made to neither a trademark nor copyright.
The images would have no commercial value even if their use was to change as such at some future point.
