By all means, re-write the section! I was just trying to prevent folks from adding more crap to the section hoping that they'd instead put it in the other article. I disliked the original section, which I thought distracted from the overall article. I was the one that moved it to where it is. :-)
I'd also like to see the allocations list moved to a seperate article as well and expanded to cover all ITU regions and not just the USA. Haven't had time, tho'.
