-Civil War Entry- I added this entry to show a more detailed picture of Hill's approach to justice.
Placed her as a Captain America villain for the same reason Namor is considered a Fantastic Four villain.
- No, when Namor was a villain it was clear he was a villain. Quesada has stated on Hill that "Right now I feel that people view her as the outsider but I don’t think she’s any harsher than Fury has ever been, what’s different is that we aren’t quite clear about her motives." - Has Tony Stark been the head of SHIELD? I have the issue in question, but Hill doesn't give Stark control, she just says that she thinks he'd be the better choice.
-In the final issue of Civil War, we see Tony Stark as the new head of SHIELD. Hill was demoted to Deputy Commander.
