This mutant being, who once time was a human, appears for first time in World Heroes 2, only known as "Dio" and reappears in World Heroes Perfect, where he had became "Neo Dio" with stronger techniques though both Dio's have unfair priority in their dash moves. Either way, Neo Dio is an extremely tough boss and he's one of the choosen World Heroes characters (along with Hanzo, Fuuma and Mudman to appear in Neo Geo Battle Coliseum as one of the game's final bosses.

The ultimate human weapon up till now was developed by a secret syndicate "Dahmond". This was "Dio".

WAREZ recovered this data after Dio destroyed Dahmond and it created a perfected prototype, adding its own technology. This new being which surpassed all human abilities along with intelligence continues to vigilanty watch for its chance to break its bonds.

Neo Dio now quietly awaits his challengers. Once he gains his true freedom, WAREZ wiil meet the same destiny as Dahmond. Or maybe...[1]

Ultimate Cannon - Dio's Level 1 super in NGBC, this is a super projectile similar to Ryo's Haoh Sho Ko-ken.
Ultimate Beast - Dio's Level 2 super in NGBC. Dio dashes towards his opponent & if he connects does 6-hit auto-combo.
Ultimate Illusion - Dio's Level 3 super in NGBC. When performed, Dio floats towards his opponent & does a short auto-combo with Neo Geegus. It should be noted that this super is similar to Morrigan Aensland's Darkness Illusion from Darkstalkers.

Neo Dio means New God in Latin.
He has an uncanny resemblance to Ikuro Hashizawa when he transforms into Baoh and is apparently based on the "Ultimate Life Forms" of JoJo's Bizarre Adventure hence some of his win quotes.
In all the appearances of Neo Dio, he has different skin colors. In World Heroes 2, has purple skin; in World Heroes Perfect has yellow and orange skin; and in NGBC, has black skin.
