Robert Pastor was the United States national security advisor on Latin America and the Caribbean under President Jimmy Carter. In recent years he has been the centre of controversy over his support for the establishment of a North American Union, which many critics, such as conservative media watchdog group Accuracy in Media, describe as a "conspiracy" to place the United States, Canada, and Mexico under the control of a larger federal government.
