Steely-eyed Missile Man is American slang, circa 1960s.
A NASA astronaut or engineer who makes a significant contribution or devises an ingenious solution to a tough problem.
As heard in the movie Apollo 13 (film) and found in numerous biographies about NASA astronauts and flight controllers.
