would somebody please elaborate: "Higher education institutions in Canada are prevented from becoming diploma mills by provincial legislation and regulation. This is unlike universities in the United States and other countries." How does it not sound fair? It's the truth, the majority of the degree's you can 'buy' come from the United States. Other countries (not necessarily all other countries) are also guilty of not preventing this.
