Voucher Management System

A Voucher Management System (VMS) is a software solution that allows cellular prepaid subscribers to add funds to their accounts using VMS vouchers (sometimes called phone cards). Unlike the traditional phone card, where the person making a phone call decrements the value of the card as the time of the call progresses, the prepaid voucher applies the total value of the voucher to the subscriber's account by placing a call to an Interactive Voice Response unit (IVR) or an Intelligent Peripheral (IP) (see also Service Control Point) on the cellular network. The subscriber can purchase vouchers at any number of retail outlets in the area served by the cellular carrier.
Some advantages of the phone card for the subscriber are:
- Ease of use
- Obtain and use anywhere that their phone works
- No credit card or checking account required
- Pay as you go
- Parental control (give the child a voucher, not cash)
- Sometimes there are incentives based on monetary value
Some advantages to cellular carriers are:
- Revenue assurance
- Control of other aspects of the prepaid account (such as funds expiration)
- Ability to attract subscribers who don't have credit cards or bank accounts
- Operates well in countries where credit, credit cards, or bank accounts not widely used
