Federal Civil Defense Administration

The "Federal Civil Defense Administration," (FCDA) was organized by democratic president Harry S. Truman (1884-1972)in 1952, shortly after the first thermonuclear test which reestablished the United States as the world's leading nuclear power. The new agency flooded the country with posters, programs, and information about how to survive a nuclear attack. This included instructions for holding air raid drills in schools and detailed plans on how to build a bomb shelter.Nevertheless, experts ridiculed the agency as almost totally ineffective. It wasn't until the late 1950s that civil defense became a true federal government priority.
