Frank Johnson Goodnow

Frank Johnson Goodnow, Ph.D., LL.D. (1859–1939) was an American educator and legal scholar, born in Brooklyn, New York. He graduated from Amherst College in 1879, from the Columbia Law School in 1882, studied at the Ecole Libre des Sciences Politiques, Paris, and at the University of Berlin. He held positions at Columbia University from 1883, becoming a full professor in 1891. During the years 1913-1914 he served as legal advisor to the Chinese government. In 1914 he became president of Johns Hopkins University. He is considered an important early scholar in the field of public administration as well as administrative law. His works include:
