Fair rational for inclusion in the article New York Draft Riots:

Critical purposes only - intended to compare the film to the real events which took place during the riots.
Used to demonstrate the creative license taken in the film, as no such shots were ever fired.
Generic image of cannons firing does not compromise copyright holders' ability to exploit the film.
Low-resolution image used, so rights are respected with regard to reproduction irrespective of the value of the shot.
