The picture is likely PD, as the subject died almost 80 years ago, and being that this picture predates his death, it is likely that the photographer died over 70 years ago, making this PD in Ireland. The current picture comes from a 1974 edition of the The Capuchin Annual, and is used on the website of the Waterford County Library, who has given permission for this picture to be added to Wikipedia. Even if it is not PD, it is a poor quality image used to represent the subject where a Free Image is not available. If it was available, this would be it.
