Modified text a bit to say: "Upon completion it would be the largest telescope in the world built by and for amateur astronomers."
Most research telescopes are open to everyone and are not restricted to people working for particular institutions or people from particular countries (obviously there are some exceptions e.g. the Keck Telescopes). I have certainly observed several times at telescopes operated by other countries with whom I have absolutely no connection, and this has never been a problem -- all that matters is that you give a good science case for the observations and show that you have the capability of analysing the results and getting good science out of it. The only thing you won't get time for is amateur astronomy, where you are doing it for fun and not to get science results (although I have to confess that I did sneak in a few Mars observations while at the NOT).
