Hartley Shawcross, Attorney-General of England and Wales 1945-51. This image appears facing page 96 in "The Trial of William Joyce" ed. by C.E. Bechhofer Roberts (Jarrolds Publishers (London) Ltd, 1946). There is no acknowledgment of having taken copyright from somewhere else. Given the exhibition in the book of crown exhibits in the trial I believe it to have been issued in a government press kit. Certainly it is not Shawcross' official picture as a Barrister: that appears in the Notable British Trials series and is quite different.
This work is copyrighted and unlicensed. It does not fall into one of the blanket fair use categories listed at Wikipedia:Fair use#Images or Wikipedia:Fair use#Audio_clips. However, it is believed that the use of this work in the article "Hartley Shawcross":
