Crises abound as the President is found unconscious, the situation in India and Pakistan intensifies, and Leo faces scrutiny from the press about his previous drug and alcohol problems. The First Lady tells Leo that the President has relapsing-remitting multiple sclerosis.

The title of the episode is the beginning of Article II, Section 3 of the United States Constitution, which continues, "He shall from time to time give to the Congress information of the state of the union, and recommend to their consideration such measures as he shall judge necessary and expedient."

The National Multiple Sclerosis Society was incredibly pleased with the portrayal of a major character, in which, they demonstrate that the disease is not fatal and Bartlet uses modern medicine to treat it.

Harry Groener, as Secretary of Agriculture Roger Tribby, was chosen by Martin Sheen's Jed Bartlet to not attend the State of the Union Address. Bartlet's instructions to Tribby in case of catastrophe were as follows: "First thing always is national security. Get your commanders together. Appoint the Joint Chiefs. Appoint a Chairman. Take them to Defcon 4. Have the governors send emergency delegates to Washington. The assistant attorney general is gonna be the acting A.G. If he tells you he wants to bring out the National Guard, do what he tells you...You have a best friend?...Is he smarter than you?...Would you trust him with your life?...That's your chief of staff."

- Leo calls it the G7 but with the entry of Russia into the club it is now known as the G8. It is likely Leo was referring to the economic meetings of the group, which are still referred to as the G7.
