Howard Major Buckley (23 January 1863 & d 2 July 1941 was a United States Marine private awarded the Congressional Medal of Honor for actions during the Philippine Insurrection. He was one of three Marines attached to the 8th United States Army Corps for the Insurrection. Buckley was awarded the award for actions on March 25 27 29 and April 4th 1899. Corporal Thomas Francis Prendergast. and private Joesph Leonard for these same campaign.
