ISO 3166-3 is an international standard that defines codes for outdated ISO 3166-1 country codes and is part of ISO 3166.
If after 1974, countries:
the codes were withdrawn from ISO 3166-1 and with addition of two letters put in ISO 3166-3.
ISO 3166-3 uses four-character alphabetic codes. The first two characters are the withdrawn code from ISO 3166-1 alpha-2, while the last two characters are the ISO 3166-1 alpha-2 code that replaced it, the ISO 3166-1 alpha-2 code of the country that absorbed the country whose code is withdrawn, or the special code HH to indicate that there is no single successor code.

The following list of obsolete ISO 3166 two-letter country codes is included here for reference. In the list, the old two-letter code is given first, followed by the ISO 3166-3 four-letter code, the year of withdrawal, the name of the territory, and any related notes.
Once five years have passed from the time of withdrawal, the two-letter code is free to be reassigned, as has been done with AI, CS, GE, and SK. However, some of the two-letter codes remain transitionally reserved for a longer period.
Many of these codes were withdrawn before the introduction of the domain name system, and so were never used as country code top-level domains (ccTLDs). However, some of them, namely SU, TP, and YU, are still used as ccTLDs.
Note that CS occurs twice in the table: the first time for the split of Czechoslovakia and the second time for the split of Serbia and Montenegro. CSHH was assigned to Serbia and Montenegro on 2006-09-26 [1]. To avoid confusion, however, the code CSHH is used for Czechoslovakia, while the code CSXX is used for Serbia and Montenegro since 2006-12-01. [2]
