J. Gander Hooter

J. Gander Hooter is a fictional character, featured in Disney's animated television series Darkwing Duck, and is voiced by Danny Mann. His name is a parody of J. Edgar Hoover, historical Federal Bureau of Investigation director from 1924 to 1972.
Hooter is the dimunitive director of S.H.U.S.H.. Unlike his associate Vladimir Goudenov Grizzlikof, J. Gander is usually highly supportive of Darkwing Duck and his methods. He appears to be an anthropomorphic goose.

In the episode of DuckTales that inspired Darkwing Duck, Double-O-Duck, there was an intelligence leader named J. Gander Hoover (note spelling difference) of the D.I.A. However, unlike the small, polite Hooter, Hoover was large, fat, and rude. He was voiced by Peter Cullen.
