J. Rich Leonard was 46 years old at the time of his nomination by President Bill Clinton to the judicial vacancy in the Eastern District of North Carolina, 4th Circuit in December 1995. He had previously served on the United States Bankruptcy Court for the same district.
Born in North Carolina, he was a Morehead Scholar at the University of North Carolina, Chapel Hill, where he earned a Master's degree for Education. He then pursued his law degree from Yale University Law School.
At time of his judicial appointment, he lived in Raleigh and had two children attending college. [1]
