Once in office as minister, Mr Karlsson, who is widely considered an intelligent and effective person with a flow of ideas, acquired the reputation of being outspoken - perhaps too outspoken. Talking off the record to a few journalists about the American sanctions on countries where the state supplies condoms to stop the spread of AIDS, he called President George W Bush "that f***ing Texas bloke", and on a press conference a few months later, after being asked some questions by a gay activist, he retorted "I hope that was that, as for gay queries". He was backed solidly, however, by Prime minister Persson.
