Joseph Bartlett was elected to the Maryland House of Delegates in 1999 to represent District 4A in Frederick County, MD. He represents his district along with Paul S. Stull, also a Republican.

Bartlett attended Highland View Academy in Hagerstown, Maryland. He later achieved his A.A. from Frederick Community College in 1992. He received his B.S.(business administration), magna cum laude, in 1994 from Frostburg State University

Before being elected into the Maryland House of Delegates, Bartlett was a technical writer and graphic designer. He is a member of the National Rifle Association (NRA).
