Kalyani (Bengali: কল্যাণী) is a city and a municipality in Nadia district in the Indian state of West Bengal. It is a planned town and an important centre of education. It can be considered a 'university town' with two universities and many colleges. It is a small and quiet town. However, there are many refugees from Bangladesh living in makeshift structures in the town. The Kalyani Municipality has got the best municipality award in 2004 along with the Durgapur Municipality of Burdwan district and Ingrejbajar Municipality of Malda district.[citation needed]

Kalyani is a relatively young town. During the Second World War, Kalyani, was the site of a military airbase. Hangars and other reminders of the air-field are still visible in the 'A' Block and some areas around Kalyani University, whose buildings were built on or over the runways, thereby thorughly destroying a very valuable asset.

In 1950 this town was built in a short time in order to host the National Congress meeting. This planned town owes its existence and development to the then Chief Minister of West Bengal, Dr.Bidhan Chandra Roy. Kalyani is often referred to as his daughter.

Kalyani is located at 22.98° N 88.48° E[1]. It has an average elevation of 11 metres (36 feet).

The town itself is physically divided into 4 blocks: Block A: Partly residential, with large tracts of open unused land some of which cannot be accesssed Block B: Development in Kalyani started from here. Residential as well as mixed use patterns remains. Also houses the Central Park, Kalyani Main Post Office, Kalyani Town Club, Industrial Training Institute and the Public Library Block C: Institutional use in this block. Largely occupied by the Kalyani University. Block D: Fully Industrial zone but only partly occupied

At first glance, it's a place you will fall in love with, but as you dig deeper, you realise that there are many economic and social problems that plague this beautiful town.

Kalyani, is perhaps the best managed town in the whole of Nadia district. With its underground drainage systems, well built tree lined avenues and lush green parks, it certainly emerges as a clean and green town. It has a big stadium conducting both football and cricket match. There are four railway stations here- Kalyani, Kalyani Silpanchal, Kalyani Ghoshpara and Kalyani Simanta. This is the only industrial township in Nadia district.

The serene beauty of Kalyani simply enthralls the mind and soul. Far from the hustle and bustle of big cities and yet providing all the amenities of life, Kalyani has very quickly registered itself as a self-sufficient township. Its gradual development continued as a notified area. After 1996 it was upgraded to a municipality.

Despite many efforts from the Government and its associated bodies, Kalyani remains below its neighbouring towns in terms of economic strengths and growth. The reasons for this could include:

  • basic issues of housing and social infrastructure have not been addressed
  • public funds have not attracted further private funding and projects
  • entrepreneurship is needed
  • human resources and talent pool have relocated to other places like Kolkata

If these issues are addressed right now, large developers still see a chance on this piece of land called Kalyani.[citation needed]

As of 2001 India censusGRIndia, Kalyani had a population of 81,984. Males constitute 51% of the population and females 49%. Kalyani has an average literacy rate of 72%, higher than the national average of 59.5%: male literacy is 77%, and female literacy is 65%. In Kalyani, 9% of the population is under 6 years of age. The average household size of Kalyani is 4.61 approximately The sex ratio of Kalyani is 926 Percentage of main workers out of total population is 29%

Kalyani residents are a varied lot. Doctors, teachers, education, management and engineering professionals are all represented in large numbers. Government officers, Army personnel and other service professionals find Kalyani an attractive town to make their homes. A number of distinguished personalities stay here too.

Kalyani has two universities - Kalyani University, and Bidhan Chandra University Of Agriculture. It is also the proposed site for West Bengal University of Technology, popularly known as WBUT. The new S.K. Acharya Institute of Law has begun functioning in the campus of Kalyani University.In the field of legal education S.K. Acharya Institute of Law is renowned name.JIS Engg. College is another addition to the education environment in Kalyani. The State Govt. has announced plans to develop Kalyani as a Knowledge City.[citation needed]

This town has several good schools. Among Bengali medium schools are Kalyani University Experimental High School, Pannalal Institution and Bidhan Memorial Girls High School. Kalyani Central Model School, Springdales School and Julien Day School are the best known among the English medium ones.

University of Kalyani [1]was established on November 1,1960. With 400 acres of campus it has got a three star accrediation from 'NAAC'. This university is providing academic guidance and leadership to 37 affiliated colleges (16 in Nadia, 20 in Murshidabad and 1 in North 24 Parganas). There are 217 teachers assisting 2,000 post graduate and PhD students. It has facultries of 1.Science 2.Arts and Commerce 3.Education 4.Engg. Tech and Management 5. Law 6. Music and Fine arts. The total number of academic departments is 25. Prof (Dr.) Arabinda Das is the Vice Chancellor of this University.

Kalyani Government Engineering College[2], established in 1995, has been ranked 3rd best among engineering colleges in West Bengal.[citation needed] Computer Science, Electronics, and Mechanical engineering departments of this college are accrediated by NBA. TCS has accrediated this college as "A" level which is a benchmark of academic excellence. In the last few years after its establishment most of its alumni spread over world's top MNCs, like Intel, STMicroelectronics, Motorola, Texas Instruments, IS to name a few and Indian companies and public sector units like Infosys, TCS, Wipro, Satyam, HCL, Tech Mahindra, CTS, BHEL, Bhabha Atomic Research Centre, DAE, DSP, BSNL, ISRO, HP, ONGC,IOC, DRDO, Reliance to name a few. Besides this some students of this college are also in some prestigeous institutes like IITs, IIMs,ISI University of British Columbia, Michigan State University, Frankfurt University, Indian Institute of Science and many more for higher studies. Prof(Dr) D.S. Mukherjee is the principal of this college. In August, 2006, this college signed a Memorandum Of Understanding (MOU) with India's biggest software company TCS for academic development of students, faculty members and staff. SKAIL offers B.A., LL.B. (Honours) 5-year integrated degree programme as the principal under-graduate degree programme in law. It contemplates to introduce LL.M. degree programme and the Ph. D. degree programme in Law from the academic year 2009-2010.

B.A., LL.B (HONS.) DEGREE PROGRAMME The B.A., LL.B.(Honours) degree programme is spread over five academic years, each academic year divided into two academic terms called ‘semesters’, each semester having an average of 100 academic days. The programme is thus spread over ten semesters. On successful completion of all ten semesters the students will be conferred the degree of B.A. LL.B.(Hons.) by the University of Kalyani. The degree is recognized by the Bar Council of India as the professional degree for enrolment as an advocate in the rolls of advocates in the Bar Councils. The B.A. LL.B. (Hons.) degree is also recognized by the West Bengal Council of Higher Education.

Interdisciplinary Pre-Law Courses, Compulsory Law Courses and Optional Law Courses Every course in the categories of Interdisciplinary Pre-Law Courses, Compulsory Law Courses and Optional Law Courses shall have an end-semester written examination for a total of 80 marks each to be followed by viva voce in each paper of 20 marks (80+20). The examination for courses, other than Interdisciplinary Pre-Law Courses, shall have predominantly problem-type questions where knowledge and comprehension of subject and application of mind and analytical skills will be tested. The examination shall be for duration of 3 hours and will consist of long and short answer type questions.

Seminar Law Courses Every course prescribed in the category of Seminar Law Courses shall be based on the concept of guided self- study involving independent research and shall comprise writing of seminar paper and presentation and oral defense at seminar session. Each Seminar Law Course shall carry 100 Marks, including written work of seminar paper (80 Marks) and seminar presentation (20 Marks). The assessment and evaluation of Seminar Law Courses shall be done internally by the Institute.

Assignment of seminar topics and submission of seminar papers During the first fortnight of every semester, the student shall choose a topic in each Optional Seminar Law Course, out of many topics recommended by the teacher. In choosing the topic, the student can suggest a topic even from outside the teacher recommended list. However, the teacher concerned shall take the final decision regarding assignment of topics. Topics once assigned can not be changed. Teachers will offer guidance to students in pursuing the research work and in writing the seminar papers. The papers shall have to be submitted to the concerned teacher on or before the prescribed date. For each day of delay, the student shall lose half a mark out of the total marks. No request for exemption or extension of date of submission shall be entertained.

Evaluation of Seminar Papers With reference to evaluation of seminar papers, due credit shall be given for style of writing and logical and critical analysis. Credit shall be given for formal aspects of legal writing like foot noting, citation, bibliography, tabulation of cases etc. Credit shall be given for originality of thought, creativity and law recommendation in the seminar paper. All outstanding papers shall be notified in the class by the teacher. They may be classified, compiled, bound and placed in the library for reference. Papers which are outstanding and which are deemed worthy of publication shall, under the guidance of the teacher, be edited, updated and sent for publication.

Seminar Presentation and Oral Defence The students will be required to orally defend his seminar paper in the seminar session before a panel of faculty members. The students will be examined for their oral presentation at the Seminar and for oral defence of their findings or their conclusions in their respective seminar papers.

Honours Law Courses Semester V, semester VI, semester VII, semester VIII, semester IX and semester X each shall have one Honours Law course. The courses will relate to advanced and emerging areas in law. Every Honours Law Course, except the Honours Law Course in semester X shall have an end-semester written examination for a total of 80 marks plus 20 marks for viva. The Examination shall be for duration of 3 hours and will consist of long and short answer type questions. The Honours Law Course in Semester X shall be a seminar course. The course shall comprise writing of a seminar paper and seminar presentation and oral defence at the seminar session. Written work of seminar paper shall carry 80 marks and seminar presentation and oral defence at the seminar session shall carry 20 marks. The rules relating to assignment of seminar topics and submission of seminar papers, evaluation of seminar papers and seminar presentation and oral defence shall be similar to those applicable in case of Seminar Law Courses.

Clinical Courses The four practical training courses, one each at semester VII, semester VIII, semester IX and semester X shall be taught through clinical programmes. The courses will carry 100 marks each and the distribution of marks for each course shall be as mentioned in the detailed syllabus. The assessment and evaluation of Clinical Courses shall be done internally by the Institute.

Examination and Evaluation

The examination system of Kalyani University ensures fairness and transparency and the evaluation system at SKAIL ensures continuous monitoring of students. End-semester written examinations are conducted by Kalyani University. The comprehension of the subject and skills of writing, legal analysis, problem solving and legal research are assessed through assignments, project works, problem solving exercises, case studies, class discussions and Socratic exchanges. In-depth learning of the subject is encouraged and continuously monitored.

Promotion Scheme A student shall be eligible for promotion to next higher class provided he or she secures a minimum of 50% Marks in all courses offered during the year. Those who fail to secure the minimum of 50% marks in more than 3 courses offered in a particular shall not be eligible for promotion and shall have to seek re-admission in the same year. A student admitted to the B.A., LL.B. (Honours) Degree Programme shall have to pass all the prescribed courses within a maximum period of 10 years from the year of admission in order to be eligible for award of the degree.

Award of Degree

A student shall be eligible for award of the degree of B.A., LL.B. (Honours) by the University of Kalyani on his or her successful completion of all prescribed courses. The degree is approved by the Bar Council of India as the professional degree for enrolment in the rolls of advocates. The degree is also approved by the West Bengal Council of Higher Education.

Residence The B.A., LL.B. (Honours) programme is envisaged as a residential programme and therefore SKAIL insists on all students residing in the SKAIL halls of residence. As the institute has not yet constructed its permanent campus with residential facilities, it is now managing with two separate halls of residence for boys and girls on out-sourcing basis. Presently residence at the SKAIL halls of residence is not compulsory for students; however they are encouraged to stay in the halls of residence. However, once SKAIL shifts to its own permanent campus, residence at the SKAIL halls of residence will be compulsory for all students.

Attendance A student will not be permitted to take the end-Semester examination, unless he or she has secured not less than 75% of the attendance in the class and has completed all assignments/seminars/project works. However, in exceptional cases, for cause shown to the satisfaction of the Director and with his prior permission a student who fails to secure the minimum required attendance may be permitted to take the end-Semester examination. The students are required to be in prescribed uniform during academic sessions and examinations and during all other academic activities whether in side the campus or outside the campus and also during all programmes at SKAIL.
