[edit] Illegible sentence in "note"

I find these two sentences completely illegible:

Note: As it opposed to support character sets including utf-8 it is certainly not! Be aware to use as it can distort your files if they are not iso-8859-1.

Were they written by a non-English speaker? What do they mean, other than a vague warning against the use of UTF-8 with kompare (or at all)?
