Makoto is not shown using any special powers in her civilian form, although she is unusually strong for a teenage girl. She must first transform into a Sailor Senshi by raising a special device (pen, bracelet, wand, or crystal) into the air and shouting a special phrase, originally "Jupiter Power, Make-up!"[1] As she becomes more powerful and obtains new transformation devices, this phrase changes to evoke Jupiter Star, Planet, or Crystal Power.[2][3] In the anime, Sailor Jupiter's transformation sequence evolves slightly over time, whether to update the background images or to accommodate changes to her uniform or a new transformation device, but the animation remains essentially the same. They all involve electric charges forming an atom path which encircles her body.
Sailor Jupiter's powers are influenced by both Japanese and Roman mythology, which associated the planet Jupiter with wood and lightning, respectively. In the manga, her first named attack is Flower Hurricane, which is immediately followed by calling down lightning.[4] Emphasis is quickly placed upon her electric-based powers, and these are the norm in all versions of the series.[5]

- Flower Hurricane — Sailor Jupiter summons a whirlwind of petals capable of blinding the target. This attack is not seen in the anime.
- Supreme Thunder — A bolt of lightning is brought down upon an antenna that comes out of Sailor Jupiter's tiara, which she then hurls at her opponent. In the English dub, it is variously called Jupiter Thunder Crash, Supreme Thunder Crash and Jupiter Thunderbolt Crash. In the manga, it had no name at all the first time it was used; she simply said "My protector, Jupiter, call down a storm! Thunder and lightning, shower down!" She also said this the first few times in the anime.
- Supreme Thunder Dragon — A powered-up variation of 'Supreme Thunder', in which the captured lightning bolt takes on the form of a dragon-like projectile. This attack is only used once in the anime. In the English version, the name was changed to Jupiter Thunder Dragon.
- Sparkling Wide Pressure — Sailor Jupiter hurls a ball of compressed lightning at the target, which explodes upon impact. In the English dubs, it was primarily called Jupiter Thunderclap Zap (many sources refer to it as Jupiter Thunderclash Zap on paper,[citation needed] despite Susan Roman frequently saying "Thunderclap" on air), but also referred to as Jupiter Thunder Power, Superior Sparkling Thunder, Supreme Thunder Crash, or occasionally the original name. In the SuperS movie, she simply says "Thunder!"
- Jupiter Coconut Cyclone — An incongruously-named attack used only in the manga version and in the Sailor Moon Another Story video game. Lightning is projected all around her body.
- Super Supreme Thunder — A one-off attack that is an upgraded version of Supreme Thunder gained after getting her super form. Used in Episode 147.
- Jupiter Oak Evolution — An attack that Sailor Jupiter gains in her Super form. She spins in place gathering power and summoning oak leaves, which she then hurls at the enemy.
- Jupiter Thunderbolt — A PGSM-only attack using her Sailor Star Tambourine in which she releases a powerful stream of green lightning from her weapon.
- Unnamed beam attack — Used in PGSM Act 16 to break down a barrier alongside the other Senshi.
- Unnamed electric attack — First used in Act 29 to attack a youma. She shoots line of electricity from her hands.
- Unnamed physical attack — Used in PGSM Act 45 against a Metaria-possessed youma. She hugs the youma, intending to overload it with electricity, almost killing herself in the process.
- Unnamed Tambo Attack — A PGSM attack. Shoots stars from her Sailor Star Tambo.
- Unnamed electric attack — First used in PGSM Act 43 to attack a youma. She sends line of electricity through the ground from each of her fingers.
