Considering deletion just because modification is not authorised seems to me excessive. It is the same as a Creative Commons License of type by-nd, it does not even bar commercial use. If there are Wikipedia policies about this, please post them on this page.

- Don't we allow fair use images? Can you point to where this policy is stated?
