Detective Constable Mickey Webb is a popular character in the long-running ITV drama The Bill. He originally served as a character from 2000 onward to 2003, and after a series of guest reappearances he eventually returned as a full-time character again in 2005. He is played by Chris Simmons. As DC Webb is a CID officer he does not have a callsign and is referred to in radio communications simply as "DC Webb".

Cocky and ambitious, Mickey was seen as a likeable enough lad whom had a tendency to put his foot in it on more than a couple of occasions. Known for constantly biting off more than he can chew, on merely Mickey's first shift at Sun Hill he single-handedly went after a dangerous con-man spotted in the area. Though his colleagues initially distrusted him because of this, they eventually came around and he was accepted as a popular member of the team.
Following the Don Beech Scandal, Mickey was one of the four surviving CID officers, and he felt some resentment towards DCI Jack Meadows for surviving the ordeal. Being that he'd been Beech's boss, Mickey felt that Jack should've had to suffer the fall just as others around him did, and for having his connections at Scotland Yard dig him out of the mess, Jack ultimately lost an amount of respect in the ranks. Following on from the ordeal, Mickey immediately became more than friendly with new colleague DC Kate Spears, and though they never embarked on a proper relationship he always harboured some strong feelings towards her.
His relationship with Superintendent Tom Chandler on the other hand was completely different. Mickey had no respect whatsoever for the man, which evolved into a strong resentment when he discovered he was having an affair with Kate. Following The Sun Hill Fire, in which Kate Spears was killed, Mickey and Jack banded together to bring Chandler down once and for all. Together, Mickey and Jack uncovered his role in the rape of a girl dating back to his Hendon days. Backed into a corner, Chandler ultimately took his own life.
A couple of years later, Mickey's life was turned upside down. Devastated by the death of his mother, matters weren't particularly helped when Mickey was viciously assaulted and raped by Martin Delaney, a dangerous criminal he'd been chasing after. When the traumatic events of his rape came to light, Mickey was unable to face his colleagues, and shortly after taking Delaney into custody he transferred to MIT.

Mickey made a series of guest re-appearances in the show, the most prominent of which came in 2005 when he returned as a DS in NCS with evidence of DI Neil Manson's corruption. At the time Mickey was going by his birthname Michael, and had become engaged to colleague Liz Garrett. It later transpired that Manson was innocent of corruption charges, and Garrett was actually the bent cop. Once again, Mickey's life took a turn for the worse.

When Delaney escaped from prison in late 2005, Jack Meadows tracked down Mickey Webb and sought his assistance in helping to re-capture him. The two were successful, however for not having informed NCS that he was working at Sun Hill while on bereavement leave, he was reprimanded and demoted back to his old rank of DC. Unable to return, Jack offered Mickey his old job back, which he gladly accepted. Since returning to Sun Hill, Mickey has built up a strong working relationship with DC Zain Nadir, whom he assisted in proving the innocence of Sgt. Smith when he was framed for murder.
