John Michael ("Mike") Hayden, (born March 16, 1944) is an American politician, former governor of Kansas, and current Secretary of the Kansas Wildlife and Parks Department. Born in Colby, Kansas and raised in the small town of Atwood, Kansas, Governor Hayden received degrees from both Kansas State University, in wildlife conservation, 1966, and Fort Hays State University in biology in 1974. He served over a little over a year in Vietnam and was awarded a Bronze Star, a Soldier's Medal, and an Army Commendation Medal for his service.
In 1972 Hayden began serving in the Kansas House of Representatives. From 1978 to 1982, he served as chairman of the house ways and means committee, Kansas House of Representatives. He was elected Speaker of the House in 1983, a position he would serve in for five years. Hayden was elected governor of Kansas in 1986 over Democrat Tom Docking.
The same year he was chosen as chair of the Republican Governors Association. Hayden's term saw tax cuts and programs to combat substance abuse. Unfortunately for the governor, a split in the Kansas Republican Party between moderates and conservatives considerably reduced other accomplishments. Hayden himself was perceived as a moderate; on abortion, for instance, he took a pro-choice position. Because of the legislative gridlock, Hayden was not able to reinstate the death penalty. Because of the Republican split Democratic State Treasurer Joan Finney was elected governor over Hayden in 1990, giving Hayden the distinction of being the first incumbent governor of any state to lose to a woman.
On April 18, 1991, former President George H.W. Bush named Hayden to be the Assistant Secretary of the Interior for Fish and Wildlife at the Department of the Interior.[1]
From 1993 to 2001, Hayden served as President and CEO of the American Sportfishing Association, an Alexandria, Virginia non-profit trade organization that promotes the conservation of fishery resources and environmental measures that improve the aquatic environment.
In 2002, with the election of Democrat Kathleen Sebelius, the governor-elect needed to gain support from the mostly Republican State Legislature. She appointed several Republicans to her cabinet, including Hayden as secretary of Wildlife and Parks. Hayden is a well-known lover of the outdoors. He has a three decade history of environmental protection and other issues relating to nature. He has said his current position as secretary of Wildlife and Parks is the only job he was really ever prepared for. Hayden was one of five former governors interviewed for the documentary "The Kansas Governor".
Hayden has written on the population decline in the Great Plains.[2]
