Tropical Storm Sebastien was the twentieth cyclone of the 1995 Atlantic hurricane season. It lasted five days, peaking at 65 mph winds on October 24. Sebastien affected Puerto Rico and the Virgin Islands, sparking light rainfall on the area devastated by Hurricane Luis and Hurricane Marilyn earlier in the season.
Sebastien's beginnings originate from a tropical wave that formed off the coast of Africa on October 13 and moved westward toward the Caribbean Sea. The wave increased in convection and became Tropical Depression 20 on October 20, strengthening into a tropical storm wiithin 12 hours of formation. Sebastien encountered a tropical low off of Puerto Rico and entered some southwesterly wind shear, which stopped strengthening to 65 mph (105 km/h) on October 23. The now-depression Tropical Storm Sebastien made landfall in Anguilla on the morning of October 24. Sebastien soon entered a low-level flow and encountered more shear, dissipating into a remnant low on October 25 off the Virgin Islands and Puerto Rico.

Sebastien originated from a tropical wave that formed off the coast of Africa on October 13 and moved westward until October 19. The unorganized thunderstorms accumulated with the wave were generally lower the 15°N lattitude. After spending six days as a wave, the wave increased in convection on October 20 and was declared a depression that afternoon. Twelve hours after forming, Tropical Depression 20 became a tropical storm, which was named Sebastien.[1]
Sebastien started interacting with a tropical low which was just off of Puerto Rico. The associated steering circulation near Sebastien's center turned the storm to the north and entered southwesterly wind shear, which then caused Sebastien from strengthening. Sebastien reached its peak of 65 mph and 1001 milibars at 1800 UTC on October 23, according to a ship report. At that time, Sebastien's center was located about 350 nautical miles northeast of the northern Leeward Islands. Sebastien started to move with the low-level flow from the southwest on October 23. The flow that Sebastien entered ended up sending the storm into the southwesterly wind shear and caused Sebastien to weaken. Tropical Storm Sebastien weakened into a tropical depression on the evening of October 23 while experiencing an upper-level cyclone. Sebastien made landfall in Anguilla as a 35 mph tropical depression on October 24 at 700 UTC. Sebastien dissipated into a remnant low on the morning of October 25 due east of the U.S. Virgin Islands and the remnants continued west.[1]

A tropical storm watch was issued for the U.S. and the British Virgin Islands on October 23 at 900 UTC and was discontinued 24 hours after being issued. [2]
Rain was slight in Puerto Rico, peaking at 3.53 inches in Quebradillas. Rainfall also was spread about an inch around most of the island from the remains of Sebastien. [3] Mean rainfall from Sebastien ranged as low as 4.5 inches on October 23 and as high as 7.3 inches on October 24. [4]
No casualties or damage was reported in association with Sebastien.[1]

- Tropical Storm Sebastien was the first storm to be assigned a name beginning with S since hurricane naming began in the Atlantic basin in the 1950 Atlantic hurricane season, and was the only one until Hurricane Stan in the 2005 Atlantic hurricane season.
- With the formation of Tropical Depression 20 on October 20, the 1995 Atlantic hurricane season became the most active season since the 1979 Atlantic hurricane season, which had 27 depressions.
