I'm seeing this template placed in lots and lots of articles, particularly at the top. For example, Benjamin Franklin. I feel that this non-specific usage is not helpful. In this particular example, the article has a good number of refs, not at the FA level, certainly, but perhaps not enough to merit an obtrusive banner at the top of the article. I think some serious discussions need to happen about when such a template is appropriate, because if it was placed with the stringency seen at Benjamin Franklin, it would probably be needed at 75% of all wikipedia articles, and therefore not very useful.
