While the composite image itself may have been created by NASA, and is not copyrighted, the inclusion of Marvin the Martian is troublesome.
Marvin is copyrighted. NASA's use of Marvin, even if they had permission, does not mean Marvin is in the public domain all of a sudden. Marvin's image still is copyrighted, and therefore, at least part of THIS image is under copyright. (For example, I can't just draw Mickey Mouse, then release my drawing into the public domain... Mickey Mouse is still copyright Disney, therefore, MY use would be infringing, and my declaration of being in the public domain would be void. That's the way these Mickey Mouse laws work...) - I was about to raise this issue, and I think if you draw mickey mouse and release that drawing into public domain, it doesn't violate copyright. It happened with tintin and an anarchist comic released into the public domain. But I'm not familiar with copyright law. Could someone knowledgable with this issue leave his/her comment? - Except that the image of Mickey Mouse is copyright the Walt Disney Company, so you have no legal rights to release a drawing of it (even your own,) into the public domain. PARODY is allowed, as are other forms of expression that use another copyrighted work, but simply copying one piece of copyrighted work into your own is NOT covered.
