NeuStar Inc. NYSE: NSR is an American telecommunications and information technology company. It operates the North American Numbering Plan (NANP).

NeuStar and its subsidary NeuLevel operate the official registries for the top-level domains .us, .tw, .cn, and .biz.

In 1996, NeuStar started out as the Communications Industry Services (CIS) business unit within Lockheed Martin. It was formed to provide independent services to the communications industry in implementing the NANP. In 1997, the Federal Communications Commission selected NeuStar to take full responsibility for NANP administration for a five-year period. In 1999, Lockheed Martin annnounced its plans to acquire COMSAT Government Services. To remain neutral, it spun off the CIS division into a separate entity, NeuStar.
In 2006, NeuStar acquired mobile Instant Messaging provider Followap.
