Norris Packard is a fictional character in MS Gundam: The 08th MS Team, which takes place during the One Year War between the Earth Federation and the Principality of Zeon. He appeared in earlier episodes of 08th MS Team.

Packard is a Captain in the Principality of Zeon's Earth forces. He is an ace pilot originally sent to observe the Zeon Forces in Southeast Asia, but gets stationed at the hidden base where Ginias Sahalin is working on his Apsalus Project. There he observes Ginias' sister Aina Sahalin as she tests the three Apsalus Mobile Armors. He also defends the armor from Federation Mobile Suits and Aircraft, and leads the search for her after she crashes the Apsalus II when the 08th MS Team ambushes it and heavily damages it. Through his interaction with Aina we discover that Packard is like a surrogate father for Aina and is probably a family friend.
At the end of 08th MS Team he takes his Gouf Custom out to defend the base from the attacking Federation Forces. He retreats into the base with the rest of the forces once the wounded are loaded onto the Zanzibar class dropship Kergurin. Then he goes out solo to buy time for the Kergurin and the Apsalus III to get ready and launch. He encounters the 08th MS Team in the nearby town, and totally out-classes them in terms of piloting skill, easily destroys two of the three Mass Production Guntanks that the 08th Team is protecting. Packard's goal was to prevent any Guntanks from firing upon the Kergurin as it escapes into space. Packard enters combat with Shiroh Amada's Ez8. Although he gains the upper-hand early on in the battle, he is killed when his Gouf Custom is destroyed as he chooses the destruction of the last Guntank over defending himself and destroying the Ez8 Gundam. Although Packard is killed, he has completed his mission by destroying all three Guntank units. Ironically, the Kergurin is still shot down by the Federation GM Snipers after it takes off.
