De Convention on International Civil Aviation (ook wel Chicago Convention genoemd) is de opvolger van de Paris Convention uit 1919 en werd ondertekend op 7 december 1944. Door het Verdrag werd op 4 april 1947 de ICAO opgericht. Vlak daarna, in oktober 1947, werd de ICAO een gespecialiseerd orgaan van de Verenigde Naties.
[bewerk] Authenticiteit van het Verdrag
Het Verdrag bestaat momenteel in zes verschillende talen, ieder van gelijke authenticiteit: Engels, Frans, Spaans en, sinds 1977, Russisch. Later is daaraan ook Arabisch en Chinees toegevoegd.

Het Verdrag is aangevuld met 18 annexen, die voornamelijk bestaan uit technische regelgeving (Standards and Recommended Practices). De Engelstalige naamgeving van de annexen in de volgorde zoals deze gebruikt wordt door de ICAO:
