POGG seems to me to be a Westminster-wide term not just restricted to Canada. IIRC it originated in the UK and Canada was just one instance of its use. For example, POGG Orders-in-Council are issued by the UK govt. 124.197.4.190 12:14, 12 June 2006 (UTC)
