Though this image is subject to copyright, I feel its use is covered by the U.S. fair use laws because:

It is a historically significant photograph and adds significantly to the article because it is one of very few available images of Arshinov.
It is of much lower resolution than the original, and appears to have been cropped.
The photo is only being used for informational purposes and has very little if any saleable value today.
Arshinov himself died in the 1930s, and likelihood is high that the copyright-holder is deceased or at least unlocatable.
