I believe this image can be used under the fair use doctrine in the article Powermonger because:
- It is one low resolution still image from a computer game, and as such it does not hurt the commercial interest of the copyright holder.
- It significantly improves the article because it shows the game in question
- No freely licensed alternative exists or is likely to be created.
