PREST - Policy Research in Engineering, Science and Technology - is a research centre of the University of Manchester. (It is now based within Manchester Business School, as part of the Institute of Innovation Research.) It was founded in 1977, and has been the base for such researchers as Jakob Edler, Luke Georghiou, Ken Green, Jeremy Howells, Denis Loveridge, Stan Metcalfe, Ian Miles, Marcela Miozzo, Maria Nedeva and Bruce Tether. Many of their publications can be quickly located by searching via Google Scholar [1] and some of these can be downloaded from PREST's website [2].
The centre aims to provide independent analysis and information for those concerned with policy for science, technology, and innovation; and simialrly for those concerned with the management of these fields. The areas of expertise concern Science and Technology Policy Studies; Innovation Research; Evaluation Tools and Techniques; Foresight; Knowledge intensive business services; and a range of related fields. The main activities concern:
- research studies (for research foundations and clients such as the European Commission) - ranging from highly scholalrly "fundamental" research to much more applied studies;
- advisory work (mainly for governments and intergovernmental organisations, with less frequent contributions to businesses) and support for activities such as Foresighting (e.g. organising scenario workshops);
- postgraduate research training (MSc and doctoral courses - these are very highly regarded as research training in innovation studies and related topics) and some input into undergraduate courses;
- provision of topic-oriented short courses (for example, on Foresight, and on the Evaluation of Science and Technology Policies).
Further details on such activities, and a large number of downloadable publications and resources, are available at PREST's website [3]. Also within the Institute of Innovation Research, and closely related to PREST, is CRIC, the Centre for Research on Innovation and Competition.[4]
