Buffalo, New York assembly plant of Bell Aircraft Corporation. The aircraft in the photo are either P-39 Airacobra fighters (if so, the fact that some aircraft have 4-bladed propellers indicates this is the P-39Q version of the aircraft, which used both 3-bladed and 4-bladed props), and/or P-63 Kingcobra fighters (some planes in the photo have only 3-bladed props so they don't belong to this type). The absence of additional information and the precise date of the photograph makes it difficult to distinguish between P-39 and P-63, which externally were very similar.
